There are only two places to anchor in Apra Harbour – off the Marianas Yacht Club (MYC) or inside Port of Refuge.
The anchorage off the MYC is a little exposed, but otherwise fine. Both the anchorage and moorings are managed by the Marianas Yacht Club. If using a mooring, check its security as they are subject to chafe. To arrange a Mooring contact the MYC 1st Rear Commodore of Docks and Harbors at moorings@marianasyachtclub.org. Because of the high frequency of typhoons, arrangements have been made in Apra Harbour for small boats seeking shelter during a typhoon. The Port of Refuge is located in Piti Channel, which can be reached by boats with a maximum draft of 2.5 meters (8 ft). The area is reputed to be well sheltered in any kind of winds.
The Port of Refuge has no facilities other than water.
There is no public transport and a taxi to town costs around US$70. Hiring a car is a better option and can be hired for US$30 per day (plus US$15 per day insurance).
Yachts must stay well clear of the Naval Harbour, which is situated within Apra Harbour. It is possible a yacht might be boarded by a naval patrol when entering or transiting the harbour.

Agat Bay
Agat Marina located on the west coast of the island, south of Apra Harbour, is a good option if you want to berth at a pier. Costs are the same as the Marianas Yacht Club. No showers but water, power and plenty of knowledgeable sailors and access to mechanics. WiFi, restaurant and bar.
Cruisers report this is a good anchorage in N/NE/E winds, stay about 200 meters from shore.
There is no public transport in this area but it is possible to rent a car or get a lift with some of the liveaboards in the area.

In February 2015 visiting yachts were forbidden to use moorings even if available.
